Founded in 1971, DOLSAR is a multi-disciplinary engineering firm offering engineering, architectural, consultancy and supervision services for large-scale projects in a wide range of fields. DOLSAR is completely independent of any contractor, supplier or manufacturer and exclusively represents the interests of its clients. DOLSAR has successfully performed services in the fields of energy production and transmission, water and land resources development, transportation, environment and buildings.

In the study titled “50 Major Works in 50 Years” carried out by the Chamber of Civil Engineers on their 50th anniversary, 3 projects for which engineering and consultancy services were provided by DOLSAR, were selected among the most important 50 projects in Turkey.

As one of the leading engineering and consultancy companies in Turkey, DOLSAR has undersigned various significant projects both in Turkey and abroad financed by numerous international institutions such as the African Development Bank (AFDB), Agence Française de Développement (AFD), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB), European Union (EU), International Bank for Reconstruction and Development (IBRD), Islamic Development Bank (IsDB), Japan International Cooperation Agency (JICA), Kreditanstalt für Wiederaufbau (KfW), United Nations Development Programme (UNDP) and World Bank (WB). Thus DOLSAR has substantial experience in the application of international standards as well as FIDIC and EU Conditions of Contracts.

The DOLSAR full time staff, a multidisciplinary group of experienced civil, electrical, mechanical, geological, environmental, agricultural, irrigation, meteorological and forestry engineers as well as  architects, economists, city/regional planners and sociologists, have been involved at various phases of many major projects from the planning stage to commissioning. These experts, long employed by the firm, are managed by the DOLSAR Head Office located in Ankara, Turkey. DOLSAR also has offices at various locations in Turkey and in various countries providing engineering, construction supervision and consultancy services for the projects undertaken by the firm.

Besides the projects in Turkey, DOLSAR’s experience also covers projects in several other countries such as Albania, Azerbaijan, Bosnia-Herzegovina, Congo, Cyprus, Djibouti, Georgia, India, Indonesia, Iraq, Libya, Oman, Pakistan, Turkmenistan, Saudi Arabia, Senegal, Uganda, Ukraine and Uzbekistan. In addition to its headquarters in Ankara, DOLSAR has branch offices in Tirana (Albania), Tbilisi (Georgia), Lahore (Pakistan), Muscat (Oman), Kiev (Ukraine), Tashkent (Uzbekistan) and Istanbul (Turkey).

DOLSAR is a member of International Federation of Consulting Engineers and Architects (FIDIC), European Federation of Consulting Associations (EFCA), Association of Turkish Consulting Engineers and Architects (ATCEA), African Development Bank (AFDB), Asian Development Bank (ADB), Federation of Consultants from Islamic Countries (FCIC), Turkish National Committee of World Energy Council (WEC), World Water Council (WWC), International Hydropower Association (IHA), International Society for Soil Mechanics and Geotechnical Engineering (ISSMGE), International Tunnelling and Underground Space Association (ITA-AITES), Foreign Economic Relations Board (DEİK), International Technical Consultancy Business Council (ITCBC) and Turkish Society for Quality (KALDER) and participates and contributes to several international meetings of FIDIC and ICOLD (International Commission on Large Dams).

DOLSAR is the founding member of the Association of Turkish Consulting Engineers and Architects (ATCEA) established in 1980 and the International Technical Consultancy Business Council of Foreign Economic Relations Board established in 2013. DOLSAR is still active in the executive board of both organizations. DOLSAR’s executives were elected as members of the Board of Governors of World Water Council (WWC) with headquarters in France for five terms covering a duration from 2006 to 2021.
